SEND GAME REPORT
GUIDELINES FOR REFEREES (as of Jan.1st
2009)
1. Within 24 hours the
referee must send a game report (complete on line at www.svicsa.com/referees’_report.htm)
to the Referee Scheduler –

These reports will consist
of:-
i)
Team name and scores
ii)
A team behaviour (physical and verbal conduct) assessment for each team on a
5 point scale; 5 being the highest
iii)
Team manager’s assessment of opponent’s sportsmanship on a 5 point scale
iv)
The names of players given a 10 minute penalty.
v)
Disciplinary reports must be filled out for each yellow and red card by the
referee

2. Referees will receive
full payment for games defaulted when sufficient notice is not given to the
referees' scheduler. Payment will be deducted from the team's performance
bond and must be reimbursed.
3. Referees will be paid
the same fee as determined by the Vancouver Island Soccer Association for
Senior level. This must be paid in cash to the referee before the start of
the game. (for the 2006/07 season, the fee is $50 per game)
4. Referees assigned to officiate games in
Sooke or north of the Malahat may apply to the Association Treasurer for a
traveling allowance of $10 per return journey.
5. Teams are to report to
the referees' scheduler if a referee does not report for an assigned game.
6. Teams must provide a
net, corner flags and proper uniforms (team jerseys). Teams failing to
provide the above will be assessed a yellow card.
7. Referees can send a
player off the field for a 10 minute "cool down period" when the situation
warrants. This player may be replaced by a substitute.
Situations warranting a 10
min penalty:
-
a tendency towards rough play
-
persistent verbal harassment of opponents and/or fellow team members.
-
dissent toward referee
8. No slide tackles are
allowed ("no sliding when an opponent is in the vicinity"). Players
deliberately slide tackling will be assessed either a yellow
card plus a ten minute penalty, or, a red card, depending on
the severity of the infringement as determined by the referee. If a player
is assessed a yellow card plus a ten minute penalty a substitute may take
his place on the field. The slide tackle rule also applies to goalkeepers if
they slide to tackle an opponent. However, a goalkeeper is allowed to slide
to save the ball as long as he plays the ball with his hands.
Team managers
have been asked to tell their players not to slide to make contact with the
ball if there is a possibility they could also make contact with another
player.
9. PRE-GAME PROCEDURE
After the coin
toss teams will line up and shake hands.
Adjustments to
team composition should be made at this time
10. END OF GAME PROCEDURE
i)
observe the end of game handshakes.
ii)
a red or yellow card can be issued for abusive behaviour after the final
whistle
11. Substitution is
unlimited. Substitution must be made during a stoppage in play and at a
signal from the referee.
12. All other F.I.F.A.
rules apply except we are using a modified offside rule.
