Minutes of SVICSA AGM 7pm 25th. April 2005 at the Les Passmore Centre

 

1)  ROLLCALL     Absent: Coast Salish, Lakehill

 

2)  ADOPTION OF AGENDA    Adopted

 

3)  READING OF MINS. OF LAST MEETING   Copy of minutes was not available; meeting agreed to accept them as read.

 

4)  BUSINESS ARISING OUT OF MINS.  none                                                

 

5)  MEMBERSHIP APPLICATIONS  Application from Cordova Bay Fighting Perch was accepted with a probationary period to Dec 17th. 2005

 

6)  REPORTS

·        DISCIPLINARY   Peter Songhurst

bulletMotion: “That a player under suspension cannot participate in the Bill Drew Memorial Tournament and the Tournament games do not count as suspended games”  Passed 17-2
bulletPeter reviewed the suspension process and rules:
bulletBCSA criteria used as guide to decide length of suspension.
bulletA player with a VISL suspension cannot play in the SVICSA.
bulletA suspended player cannot play for any other SVICSA team until he has missed the required number of games with the team he was suspended from.
bulletThe Disciplinary Committee met three times:2 to rule on dismissals and once on an appeal.  The major problem was verbal abuse of referees.

 

·        TOURNAMENT   Bill Lushaw

bulletBill Lushsaw  reported that failure by teams to submit entries on time was a major problem; the 2006 tournament will be held April 8/9
bulletThe meeting thanked Peninsula for organizing an excellent tournament.
bulletThe tournament financial report will be given at the next meeting.
bullet Campbell River allowed one of their players who had received a red card for violent conduct to play in a subsequent game as a result the following motion was made. “ A letter be sent to the Campbell River team informing them that they have a one year suspension from the tournament and that the player is suspended for 5 years.”  Passed 19-0

bulletInsurance: is under review and recommendations will be made at next meeting.
bulletFormation of a Society. Motion: “That the SVICSA become a society.” Passed 19-0

Thanks to Joe McBride for changing the format of the constitution to that of a society.

bulletFinalyson artificial turf   field.  Athletics, Bays Un., Castaways, Centaurs, Oak Bay OB, Vic West and VW Scottish have paid a fee to give them time slots for the next 5 years.  Teams volunteering to play on this field may be asked to share the per game costs. 
bulletTeam composition:  As a result of a discussion  of  the  past season problems the following recommendations were made:
bulletOver 40 teams should have a minimum of 14 non-over 35 players on their squad in order to have a viable team
bulletOver 40 teams with a high percentage of 50+ players should look at strategies that will enable them to move up to the 50+ division
bulletOver 50 teams that are having numbers problems be allowed to have 47+ players on their squad but only 3 of them are allowed on the field at one time
bulletUnder age and guest players be identified by being present at the coin toss; adjustments to teams could be made at this time.

As no motions related to these recommendations were made they will be voted on at the August meeting.

 

bullet2005/06 Schedule dates: teams asked to check their home fields will be available at these dates:
bullet2nd. week Sept – 2nd week Dec (ex. Thanksgiving)
bullet2nd. week Jan. – end March
bullet2007 World Youth Cup:  The SVICSA supports the Victoria bid will sell as many tickets as they can.  However, many members are already committed to selling tickets for other soccer organizations.
bulletBC Seniors Games:  This year’s games are in Cowichan; two Zone 1teams are playing off for the right to compete.

There is now a good group of referees and the number is increasing. Teams should report an unpleasant experiences.

8)  NEW BUSINESS

bulletCo-ed Soccer   Hu Wallis        The summer co-ed soccer league is thinking of forming a Masters Division for 2006
bulletAssociation Logo  Peter Denby     Several people responded to the request for a logo design
bulletSummer Soccer   Gary Garraway   The Mt Doug league is operating this summer.
bulletClass Act is looking for teams to play them Wed.   9.30pm at UVic at a cost of $50
bulletThe Blue Heron fields will be renovated and a clubhouse built.
bulletA memorial game for John Nelson is being arranged to establish a fund for John’s son.
